Preheat oven to 350°F (175°C).
Season pork chops with salt and pepper.
Heat oil in a skillet over medium-high heat. Brown the pork chops on both sides and set aside.
In the same skillet, cook the onions and garlic until translucent.
Add the flour to make a roux, stirring for a minute.
Gradually add milk and chicken broth, stirring until thickened. Remove from heat.
Place half of the potatoes in a casserole dish. Top with half of the sauce and cheese.
Repeat with remaining potatoes, gravy and cheese. Sprinkle with paprika.
Place pork chops on layers.
Cover with foil and bake for 1 hour.
Remove the foil and bake for another 15 to 20 minutes until the pork and potatoes are tender.
Let stand for 10 minutes before serving.
Garnish with parsley.
