In a medium-sized bowl, mix together the cream cheese, shredded cheddar, mayo, horseradish, and seasonings until well combined.
Lay a tortilla flat on a clean surface and spread the cream cheese mixture evenly, leaving about a 1-inch border on the sides.
Place a layer of roast beef slices on top, then roll the tortilla tightly. Secure with a toothpick if needed. Repeat with remaining tortillas.
